Bimal Patel is Senior Vice President and General Counsel of PayPal Holdings, Inc. In his capacity as General Counsel, he oversees the company’s global legal function.

Bimal is an accomplished and seasoned attorney with deep legal experience in the private and public sector. He joined PayPal in 2021 from the U.S. Department of the Treasury, where he served as Assistant Secretary for Financial Institutions and was responsible for overseeing several key portfolios, including the Office of Financial Institutions Policy, the Federal Insurance Office, the Office of Cybersecurity and Critical Infrastructure Protection, the Financial Stability Oversight Council, and the Office of Economic and Community Development. He also co-led the development and operationalization of the Paycheck Protection Program (PPP) small business lending program established in response to the COVID-19 pandemic to provide over $750 billion in forgivable loans to small businesses and eligible nonprofit organizations. Earlier in his career, Bimal was a Partner and the Head of the Financial Advisory and Regulation Practice at O’Melveny & Myers LLP and was a Senior Advisor at the Federal Deposit Insurance Corporation (FDIC). Additionally, Bimal was an adjunct associate professor at Stanford University, teaching an undergraduate course on banking regulation.

Bimal earned his JD from Georgetown University Law Center, holds a Masters in Public Policy from Harvard Kennedy School, and graduated with a Bachelor of Arts degree in Economics and Political Science from Stanford University. He is a licensed attorney admitted to the District of Columbia and New York bars.
